Job Description and Duties

Under the general direction of the Firearms Information Technology System Modernization (FITSM) Career Executive Assignment, the Information Technology Manager (ITM) II will be responsible for the management and delivery of the Department of Justice (DOJ) FITSM Project through the California Department of Technology Project Approval Lifecycle (PAL) Stage 2 to 4 and through implementation of the project.

The ITM II will serve as the Project Manager (PM) and is responsible for ensuring that the necessary project management and planning methodologies and practices are in place for the successful completion and development of all PAL deliverables and artifacts. This includes implementation of the approved project solution in accordance with state IT and security policies (State Administrative Manual, Statewide Information Management Manual, State Contract Manual) and industry standards (Project Management Body of Knowledge, Business Analysis Body of Knowledge, Institute of Electrical and Electronics Engineering, National Institute of Standards and Technology, etc.).

The PM will be responsible for t he overall FITSM Project, resource, workload, and budget management. Examples of primary functions include:

  • Overseeing all project and development lifecycle phases that include the PAL and subsequent FITSM Project development and implementation phase. 
  • Ensuring the project produces quality products and delivers a solution with features and functions that satisfy the DOJ’s business needs, and adds value to the organization’s overall mission.
  • Managing and overseeing engagements, escalations, responses, and decision making processes that involve Governance Team members and Key Stakeholders that consist of internal and external members (CJIS and BOF Division Chiefs, CDT Oversight, IV&V, DOF IT Consulting Unit, Steering Committee, LAO, Legislature, OLA, etc.).

  • The planning, outreach, procurement, and implementation activities required for the re-engineering of thirty four (34) Business Processes and replacement of seventeen (17) firearms systems that impact thousands of internal and external users (Firearms Manufacturers, Dealers, LEAs for 58 counties, etc.).

The PM will be responsible for directing, managing, providing guidance, and overseeing the FITSM Project teams on all project activities and responsibilities comprised of:

  • A Business Team, which consists of Business Manager(s), Business Leads, Consultant Business Analysts and Subject Matter Experts (SMEs) from the Division of Law Enforcement, Bureau of Firearms, the Bureau of Criminal Information and Analysis, the Justice Data & Investigative Services Bureau.
  • A Technical Team, which consists of a Technical Manager (ITS III), a Technical Architect (ITS III), Technical Consultants, Technical SMEs, a Data Scientist and Data Team, QA/Testing Manager (ITS Sup II), QA/Testing Lead and Analyst, and Implementation Team.
  • A Project Management Team, which consists of a Procurement Manager ITS II (Solution Procurement), Cost and Resource Manager ITS I, Contract Manager ITS I (Ancillary Procurement), a Scope and Requirements Manager (ITS II), PM Consultant, Organizational Change Management (OCM) consultants and OCM Team, a Training Coordinator (classification TBD) and Training Team.

Working Conditions

This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Justice policies.

This position is eligible for telework, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Proven experience as a Project Manager or similar leadership role on medium to large-scale projects
  • Expert knowledge of project management methodologies (e.g., Agile, Waterfall, Scrum, Lean)
  • Experience with Project Management Body of Knowledge (PMBOK) and California Project Management Framework (CA-PMF)
  • Experience working through the California Department of Technology Project Approval Lifecycle (PAL) and within the constraints of the State of California Budget Approval cycle
  • Demonstrated success in managing enterprise-wide modernization projects (3+ years), that have required reporting to oversight agencies
  • Exceptional interpersonal skills and ability to build strong partnerships with internal and external stakeholders, both within and across organizations
  • Experience facilitating collaboration and problem-solving across diverse stakeholder groups with potentially conflicting priorities
  • Strong written, oral, and interpersonal communication skills, with the ability to present ideas effectively in both business and user-friendly language, including translating technical concepts into plain language
  • Experience writing for and presenting to executives
  • Strong analytical, problem-solving, and prioritization skills, with a focus on delivering results in high-pressure environments
  • Highly self-motivated and directed, with the ability to drive projects and resolve issues independently and manage tasks to completion
  • Demonstrated commitment to customer service
  • Ability to conduct research into project and portfolio management issues and products as required
  • Team-oriented and skilled in working within a collaborative environment
