The Mayor’s Office of Media and Entertainment’s mission is to support and strengthen New York City’s creative economy and make it accessible to all. The agency currently comprises four divisions: the Film Office, which coordinates film and television production in public places; NYC Media, the largest municipal television and radio broadcasting entity in the country; Creative Sector Programs, which supports workforce development and the film, television, theater/live performance, music, publishing, advertising, and digital content industries; and the Press Credentials Office, which issues press cards. The film and television industry are critical to New York City’s culture and economy. The Film Office provides permits, services, and incentives to NYC’s vibrant film and television industry. The Film Office supports productions of all shapes and sizes making every project a clear, seamless, and enjoyable production experience. It assists production companies to navigate New York State and City laws and directives.


Under general supervision of the Deputy Commissioner for the Film Office, with wide latitude for independent initiative and judgment, the Director of Field Operations will supervise Field Representatives, ensure effective operations of the department and that productions film their projects on public property in a manner that protects public safety and minimizes impacts on neighborhoods.


Responsibilities will include:

  • Supervise Field Representatives;
  • Support staff and provide ongoing guidance and encouragement;
  • Provide guidance to permittees and permit applicants about filming at exterior NYC locations;
  • Maintains a general knowledge of City government agencies and offices and similar organizations (such as BIDs and Community Boards) that may come in contact with or have jurisdiction
over permit activities;

  • Identify and prioritize permit locations that would benefit from a field representative's visit, coordinate field representatives' schedules to visit the identified locations, and assign site visits.
Review site visit reports from field representatives;

  • Participates in pre-production meetings with production representatives to review proposed shooting schedule and address special needs;
  • Conduct site visits to permitted locations to determine if the permittee is complying with the permit, code of conduct, and permit regulations;
  • Take corrective action when a permittee is not complying with the permit, code of conduct, or permit regulations and help resolve parking tickets;
  • Verifies that a violation has been sufficiently corrected and escalate as appropriate;
  • Liaise with the Department of Finance and other personnel to resolve parking tickets issued to production vehicles;
  • Identifies and explains potential conflicts and obstacles at permit locations to the extent practicable;
  • Helps respond to community inquiries and complaints and educates stakeholders;
  • Attends meetings or calls with stakeholders and community representatives to discuss filming issues;
  • Attends a monthly meeting with NYPD and other agencies and report back about potential problems;
  • Perform special projects and assignments, as required.
HOURS/SHIFT
Day - Due to the necessary duties of this position in a 24/7 operation, the candidate may be required to work various shifts such as weekends and/or nights/evenings

Minimum Qualifications


1. A masters degree from an accredited college with a major in business administration, public administration, urban planning, economics, urban affairs, marketing research, finance, or political science; or


2. A baccalaureate degree from an accredited college and one year of full-time satisfactory experience in one or more of the following:
a. business development, retention, expansion and relocation or assisting businesses in accessing public and private services and programs including workforce development; or
b. analysis of business records and documents to determine eligibility of businesses for programs and services; or
c. economic, market or site research and analysis for business and neighborhood development; or
d. facilitation and promotion of the film industry through the processing of various permits, marketing techniques and incentive programs; or


3. An associate degree or 60 semester credits from an accredited college and three years of full-time satisfactory experience as described in “2” above; or


4. A satisfactory combination of education and experience which is equivalent to “1”, “2”, or “3” above. However, all candidates must have least 60 semester credits from an accredited college or university.


Preferred Skills

The successful candidate should possess the following: - Experience on TV/Film sets and working with production companies - Knowledge of New York City neighborhoods - Excellent written and oral communication skills experience speaking to diverse stakeholders - Ability to manage confidential matters and sensitivity in engaging with community groups - Strong organizational skills careful attention to detail and follow-through - Ability to read and understand rules and apply them to real-life situations on film sets - Ability to learn new software and systems - Critical thinking and problem-solving skills - Strong interpersonal and communication skills collaborative, team player with the ability to also drive things forward independently - Ability to support staff and provide ongoing guidance and encouragement.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
