Hybrid Telework Opportunity

The Office of Health Care Affordability’s (OHCA) Pharmaceutical Policy and Programs Branch (PPPB) improves equitable access and affordability of medications in California by developing strategic partnerships and innovative policy solutions as it relates to the pharmaceutical market. The PPPB’s activities for innovative policy solutions in the pharmaceutical market include data analysis, research, and policy development. As part of its strategic partnership activities, the PPPB also serves as a catalyst for increasing market competition through its work administering the CalRx program which empowers the State of California to develop, produce, and distribute generic drugs and sell them at low cost.


Under the direction of the Branch Chief of the PPPB, the Pharmaceutical Policy Specialist collaborates with multidisciplinary HCAI offices and performs a wide variety of more complex technical assignments such as research, program planning, and policy analysis and formulation related to improving drug affordability and access.


The incumbent is independently responsible for providing policy recommendations that have significant impact on program development and implementation, evaluation of potential vendors and partnerships, and access to affordable and critical prescription drugs throughout the state. This role requires a high degree of programmatic knowledge and experience, strong written and verbal communication skills, and interpretation and analysis of various health care statutes and legislation.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Health Program Specialist II:

  • At least 2 years of experience in policy analysis and research
  • At least 2 years of experience in the health care, pharmaceutical, or public health sector(s)
  • At least 2 years of experience in health equity or public health ethics fields
  • At least 2 years of experience using written and verbal communication in a professional setting
  • At least 2 years of experience managing time spent across multiple complex projects

Health Program Specialist I:

  • At least 1 years of experience in policy analysis and research
  • At least 1 years of experience in the health care, pharmaceutical, or public health sector(s)
  • At least 1 years of experience in health equity or public health ethics fields
  • At least 1 years of experience using written and verbal communication in a professional setting
  • At least 1 years of experience managing time spent across multiple complex projects
