Job Description

Under general direction of the Infrastructure Administration & Support Manager (Information Technology Manager I), the Lead Database Administrator is responsible for enterprise data standards and for storage and managing the data to support the complex Data Base Management Systems (DBMS) for the California State Lottery’s (Lottery) infrastructure. The duties for this position are focused in the System Engineering and IT Project Management domains; however, work may be assigned in other domains as needed.

This position is headquartered at the Sacramento HQ and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

• Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
• Travel: Statewide overnight travel may be required.
• Other. This position will be required to carry a Lottery issued cell phone. This position will be required to be reachable outside of normal business hours.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience managing large-scale databases and complex database environments ensuring performance, availability, and security.
  
  
• Expertise in optimizing database performance through indexing, query optimization, and system resource management including identifying and resolving bottlenecks to ensure high availability.
  
  
• Experience in designing and implementing backup and disaster recovery plans to prevent data loss and ensure business continuity. Familiarity with tools for automated backups and point-in-time recovery.
  
  
• Advanced SQL knowledge writing complex queries, creating stored procedures, functions, and triggers. The ability to debug and optimize SQL queries to maintain high-performing databases.
  
  
• Expertise in cloud platforms (e.g., AWS RDS, Azure SQL, Google Cloud SQL) and hybrid environments.
  
  
• Experience securing databases to prevent unauthorized access, data breaches, and cyber threats including implementing encryption, auditing, and access controls to ensure compliance with regulations.
  
  
• Experience leading and mentoring a team of database administrators.
  
  
• Familiarity with automation tools and scripting languages to automate routine tasks like backups, updates, and monitoring, improving efficiency and consistency.
  
  
• Knowledge of database clustering, replication, and high-availability architectures to ensure the database systems remain operational and scalable under load.
