This position supervises and directs staff involved in the state building code elevator, escalator and certain mandated administrative work. The incumbent manages external relations with other state and federal agencies, industry related organizations, and municipal officials and regulators. Performs other duties as assigned.

Minimum Qualifications

  • Licensed by the State of Minnesota as one of the following: Master Elevator Constructor, or Journeyworker Elevator Constructor.
  • Must be certified as a QEI by an accredited certifying organization.
  • Five (5) years of experience in performing elevator inspections.
  • Demonstrated leadership experience* sufficient to effectively supervise and direct the work of assigned staff. Demonstrated leadership should include the following:
  • Coaching, mentoring, and/or developing staff while building relationships.
  • Leading teams to meet the organization's expectations for productivity, quality, or goal accomplishment.
  • Demonstrated leadership experience may include any of the following:
  • Experience as a supervisor, team lead, lead worker
  • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
  • Completion of a similar or equivalent leadership development program through another organization
  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include:
  • 1+ years of identifying issues, goals, and strategic actions
  • 100+ hours per year time commitment see above
  • Knowledge of the Minnesota Elevator Code; and provisions of the State Building Code, Minnesota law and Division policy regarding elevator safety, inspections, and licensing of elevator constructors sufficient to enforce their provisions.
  • Knowledge and understanding of elevator construction and maintenance work including the practical use and application of materials, equipment, and tools.
  • Working knowledge of building and various other construction codes related to elevator installations.
  • Ability to read and understand drawings, specifications, manufacturer’s instructions and other technical information related to elevator installations.
  • Ability to inspect the work of others to determine compliance with statutes, rules and codes that are within the authority of the Department.
  • Demonstrated human relations skills sufficient to motivate staff to accomplish work goals; to build constructive relationships with state agencies, local government, and the design and construction industries.
  • Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.


Preferred Qualifications

  • Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
  • Ten years’ experience as a MN licensed Master Elevator Constructor or Journeyman Elevator Constructor.
  • Knowledge of state, local and federal regulatory functions in order to correctly address code-related matters affecting regulators and constituents at these levels of government.
