Job Description

The Bureau of Early Intervention is a comprehensive interagency program that supports infants and children with developmental delays in their efforts to realize their full potential. It reduces the likelihood of delays among at-risk children, assists and empowers families to meet their child's and their own needs, and entitles children, regardless of race, ethnicity or income, to services through the program. The Bureau oversees the provision of therapeutic services to 30,000 children ages birth to 3 years each year.

Duties Will Include But Not Be Limited To

  • Research issues of policy, regulation and law, evaluate and integrate findings, and summarize in writing for a range of audiences.
  • Analyze and summarize legislation and make recommendations regarding programmatic implications.
  • Collaborate with the Director of Research & Analysis to design research studies and analyses that support policy positions and initiatives and draft policies and procedures
  • Actively engage stakeholders such as the Local EI Coordinating Council and the provider community to obtain feedback on policy development
  • Supervise the Bureau's Consumer Affairs Unit, including representing the Bureau in due process (fair hearing) activities
  • Supervise the Bureau's Technical Assistance Unit, ensuring the accuracy and quality of guidance provided to EI service providers and maintain the Bureau's Policy and Procedure Manual.
  • Conduct qualitative research and data analysis
  • Assess fidelity and consistency of programmatic implementation of policies and procedures
  • Assess Regional Office procedures and implementation of policies for efficacy and efficiency, and make recommendations for improvement
  • Assist with preparation for due process proceedings and liaise with the NYS Department of Health to coordinate response to system complaints and Corrective Action Plans.
  • Attend meetings with internal and external government, policy, health and education partners.
  • Lead or assist with new initiatives as needed and collaborate on quality improvement and related projects.
  • Complete special projects and other duties as assigned.


Preferred Skills

  • Excellent writing, communication and analytical skills and experience writing policy documents for technical audiences.
  • Experience in researching, analyzing and summarizing legislation and regulations.
  • Proficiency managing, analyzing and interpreting quantitative data using Excel and other software.
  • Strong organizational, project management and monitoring skills.
  • Proficiency in program evaluation, performance measurement, and/or quality improve Experience developing process flows using Microsoft Visio Experience and creating and editing documents with Adobe Pro.
  • Familiarity with the Early Intervention Program, early childhood programs, or disability services a plus.

Minimum Qualifications

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.


To be appointed to Assignment Level II and above, candidates must have:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
