The Safety and Early Intervention Bureau's Child Trafficking Program Support Unit (CTPSU) is dedicated to supporting county child welfare agencies and their multidisciplinary partners in implementing policy and practice specific to preventing and intervening with those impacted by commercial sexual exploitation. The Commercially Sexually Exploited Children (CSEC) Program was  created in 2014 via Senate Bill 855, allocating specific funding to opted-in county child welfare agencies for the creation of CSEC specific programming and services within their communities. The CTPSU is looking for an Associate Governmental Program Analyst (AGPA) to be the policy specialist  responsible for supporting this implementation and development by engaging local level multidisciplinary partners through technical support. This includes facilitating biannual calls with counties, reviewing and providing feedback on interagency protocols, annual allocation methodology and creative expenditure supports, developing and facilitating training and technical assistance on  various topics relevant to the CSEC Program, and the facilitated access to those with lived experience. Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80. 

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies.

  • Experience relative to commercially sexually exploited youth and/or child welfare services either via direct practice or policy interpretation and implementation.
  • Ability to exercise initiative, good judgment and honesty to develop and maintain positive and trusting working relationships with team members and external stakeholders.
  • Excellent analytical skills with demonstrated ability to work independently, think logically and creatively, apply a range of analytical and research tools, identify gaps and opportunities for improvement, and make sound recommendations.
  • Ability to plan, organize, communicate, and adapt to changing and sometimes competing assignments and priorities, and work effectively under pressure to meet deadlines.
